Paul Routhier
Founder and Chairman of the Board
Founder of UES and JPI², preceded with combat service in the US Air Force and over forty-years of success in industry spanning several market verticals. Mr. Routhier has built, owned and operated, and later profitably divested nearly a dozen small to medium-size companies. Employing and providing technical training to hundreds of individuals, his companies have made a profound difference in the lives of communities across Massachusetts and broader New England.

Recently divested one of the largest surface transport companies in the Northeast. For 35-years, the primary regional delivery conveyer for PepsiCo and a leading heavy truck engine service facility.
Recently divested his transportation companies in the New England. For 35-years, the primary regional delivery conveyer for PepsiCo and a leading heavy truck repair center.
Owns the Woodland’s in Clinton MA, a new “smart-tech” condominium community expanding 500 Condo’s and Housing Complex.
Previously owned one of the most emissions effective asphalt and stone crushing aggregate companies in New England.
Recognized by Presidential Award, and other citations from both US and Canadian governments, for advanced achievement in environmental management and technology development associated with recycling. Mr. Routhier owns various types of real estate, holds appointed positions in community organizations and contributes to patriotic charities.
Jack McNamara
Founder and Board Secretary
Founder and Board Secretary of UES and JPI², preceded with combat service in the US Navy, and since 1986, owner of Dillon Boiler Services in Fitchburg MA. After military service and college, Mr. McNamara began work as a mechanical engineer at Dillion in the mid-70s before acquiring the company, one of the most prestigious industrial brands along the East Coast, having continuously served customers since the turn of the 19th Century in the early 1800s.
Mr. McNamara’s company has comprised a diverse set of products and services, to include:
Acquiring, successfully expanding two industrial engineering companies under the Dillon brand.
Design, delivery of diving bells to the US Navy.
Design, implementation of innovative molten metals technologies.
Mechanical engineering service provider to US Submarine Force, US Atlantic Fleet, a US national laboratory, secure facilities for the DoD and federal agencies, universities, correctional systems, and dozens of municipalities and state agencies.
Incubator for partnered companies.
Mr. McNamara is recognized by several professional associations for advanced development of mechanical services, emissions management, and technical training aligned with community college and institutional programs.
The Hon., Dr. Thomas A. Cellucci

The Hon., Thomas A. Cellucci, PhD, MBA
Dr. Tom Cellucci has been a senior executive in both the private and public sectors for over 43 years to include serving as the US Government’s first-ever Chief Commercialization Officer in the Executive Branch, working for both President George W. Bush and President Barack Obama. Today, he continues to assist President Biden’s team and the Joint Chiefs of Staff.
Dr. Cellucci holds a PhD in Physical Chemistry from the University of Pennsylvania (1984), an MBA from Rutgers University (1991) and a BS in Chemistry from Fordham University (1980). He has authored or co-authored 25 scholarly books and 368 high-tech business and peer-reviewed scientific articles while also serving on 23 Boards and is Chairman of the Board of Trustees of Eurasian Technological University in Kazakhstan. Concurrently, Dr. Cellucci possesses the rank of Endowed Chair Professor at two prestigious universities in Kazakhstan, as well as having taught with the rank of Professor at the Harvard Business School, Princeton University and University of Pennsylvania.
In business circles, Dr. Cellucci is considered a pioneer in commercialization of technology in government and a “turn-around” expert on Wall Street. Dr. Cellucci is the Chairman of the Board of a highly successful private equity firm, GVP Global Corporation, with headquarters in Boston, Massachusetts where he continues his industry recognition as an innovative force in venture capital circles. He and his wife, Julie, are blessed with seven children and seven grandchildren.
Dr. Mark Banash
Chief Technology Officer
Dr. Banash has had an impressive 25-year series of successes in private sector research, manufacturing, and product development and possesses broad experience in advanced materials and devices with an emphasis on technical, operational, and regulatory management experience.
Mark is considered a leading authority in both nanomaterials and nanotechnology applied to manufacturing and industrial scale applications across a broad range of industries such as aerospace, renewable energy, and chemicals. His experiences include:
CTO for the development of advanced battery technologies and a transportation platform for electric power sources. He also led improvements in nanomaterials for friction applications.
Chief Scientist positions developing caron nanomaterial synthesis, production, and functions, as well as new catalysts and fuel systems for next-generation production reactors.
VP for Quality and Regulatory Affairs for industry new product development with an emphasis on nanomaterial-based products.
Managed teams making products incorporating different types of IT, electronics, chemicals and polymers for diverse markets, such as sporting equipment, manufacturing, and textiles.
Dr. Banash holds various patents and IP. He holds a BS in Chemistry from the University of Pennsylvania, an MBA from the University of Maryland and obtained a PhD in Chemistry from Princeton University.
